Duterte attended Wednesday the 2ndKanlungan ng Lahi (KanLahi) Festival of the province of Tarlac.

In his speech, Duterte said he is trying his best to fulfill four fundamental promises he made during the campaign.

"I am fulfilling my promise to get rid of corruption, and the problem of drugs swallowing the country. I have run afoul with so many groups, the CHR (Commission on Human Rights), the ICC (International Criminal Court). A promise is a promise," he said.

Histhird campaign promise was to talk to enemies of the state, make peace with them, and finally, reach that level of comfort without worrying about fighting.

And finally, Dutertesaid he is willing to step down in 2020 if the country pushes through in its shift to Federalism.

KanLahi seeks to celebrate the diversity of the province which is predominantly Ilokano and Kapampangan. It gives premium on the tourism, culture, tradition and the people of Tarlac.

Among the activities this year include Cook Fest, Trade Fair, Agri-Farm Fair, National Painting Contest, Colored Chalk Competition, Variety Show, Paralympics, Palaro ng Lahi, Streetdancing Competition, Grand Parade Float, Drum and Lyre Competition, Binibining KanLahi, Mr. Tarlac, Chorale Competition, Battle of the Bands, Night Ride, Zumba, Shootfest, Cheerdance Competition, Car and Motor Show, Motorcross Competition, Sayawan at Yugyugan, Enduro Attack, Pet Show and Tarlaqueno Got Talent.
