11th 'Dagyaw' townhall meeting set in Pangasinan

LINGAYEN, Pangasinan, Aug. 22 (PIA) - The Department of the Interior and Local Government (DILG) and the Department of Budget and Management (DBM), with the support of the Presidential Communications Operations Office (PCOO) through the Philippine Information Agency (PIA), will hold the "Dagyaw: Open Government and Participatory Governance Regional Townhall Meeting" today at the Sison Auditorium here.

The word "Dagyaw" is a Hiligaynon term for "bayanihan," which exemplifies the concept of togetherness and communal work.

The regional dialogue will serve as a venue to communicate good governance reforms of the Duterte administration and provide an avenue for engagement between government and the people at the local level.

A total of 800 stakeholders from civil society organizations (CSOs), non-government organizations, academe, local officials, business sector, transport groups and the media are expected to participate in the 11th "Dagyaw" hosted by the province of Pangasinan.

As a platform for engagement and convergence, the regional dialogue will focus on area-specific topics to address the issues and problems experienced in the locality.

For the Region 1 leg, topics on Tax Reform for Acceleration and Inclusion (TRAIN) Law, Trade and Industry, and the Build Build Build will be discussed by senior officials from the Department of Finance, Department of Trade and Industry, and the Department of Transportation, respectively.

Topics for the townhall session were identified by PIA as among the major concerns of Ilocos Region by evaluating their Daily Regional Issues Digest (DRID).

The DRID contains data on local issues and concerns that are regularly gathered by PIA Government Information Centers on the ground.

After the discussion of issues and projects of these agencies, a Townhall Forum follows to be moderated by PCOO Asec. Ana Maria Paz Rafael.

During the Townhall Forum, the local stakeholders can ask questions and raise local concerns straight to the top government officials.

Asec. Francisco Cruz, CESO III of DILG will serve as keynote speaker during the event.

The event is also designed as a one-stop-shop of frontline government services and national programs as booths of various government agencies are present in the Government Programs and Services Fair that will bring the government closer to the people.

In the afternoon, a workshop to be facilitated by the Philippine Open Government Partnership (PH-OGP) will be participated in by some 100 identified representatives of CSOs and other stakeholders.

"Dagyaw" was previously held in Pampanga (Region 3), Cebu (Region 7), Davao City (Region 11), Koronadal City (Region 12), Manila (National Capital Region), Tacloban City (Region 8), Butuan City (Region 13), Cagayan de Oro City (Region 10), Batangas (Region 4-A) and Tuguegarao City (Region 2).

After the Ilocos Region leg, key officials will hold town hall meetings in Legazpi City (Region 5) on August 27, Iloilo City (Region 6) on September 3, Baguio City (Cordillera Administrative Region) on September 10, Zamboanga City (Region 9) on September 17, and Calapan City (Region 4-B) on September 25.
