Education, health issues among raised at Dagyaw in Tuguegarao

TUGUEGARAO CITY, Cagayan, August 22 (PIA)--At least 800 participants from various sectors of Cagayan Valley, joined the Dagyaw 2019: Open Government and Participatory Governance Regional Townhall Meeting held at the Cagayan State University, Andrews campus on August 20.

Led by the Department of the Interior and Local Government (DILG) and the Department of Budget and Management (DBM) with the support of the Presidential Communications and Operations Office (PCOO) through Philippine Information Agency (PIA) here, Dagyaw promotes and disseminates information on the open government and participatory governance initiatives of the Duterte administration

PCOO Assistant Secretary Atty. Omar Alexander Romero facilitated the townhall meeting where officials from the concerned agencies tackled the region's priority concerns on health, education and employment.

"Take this opportunity. Raise your questions now epecially concerns on health, education and employment because the heads of the agencies concerned are now to respond to your questions," ASec Romero said.

During the program, Tuguegarao City Mayor Jefferson Pattaui Soriano and Cagayan Governor Manuel Mamba delivered their messages of support where Mamba lauded the efforts of President Duterte on his war on drugs and the passage of the Universal Health Care Law.

"We are so very happy that for the first time we have the Universal Health Care. Lahat na ng Pilipino ay miyembro na ng Philhealth. In fact, ang mga hospital natin noon na panay subsidy , they have become economic enterprises of the local government units," Gov. Mamba added.

On the other hand, Mayor Soriano, in his message, underscored that the city government's Barangay Peoples' Day that is conducted every Friday in the different barangays in Tuguegarao City is their best practice in bringing the government's programs closer to the people in support to "Whole-Of-Nation" approach.

For his part, DILG regional director Jonathan Paul Leusen Jr., said their department regularly conducts synchronized barangay assembly which according to him is the best venue to engage the citizens in a certain community to participate in the improvement of governance.

DILG Assistant Secretary Roosque Calacat said Dagyaw is deem to pave way for productive and valuable engagement bet ween the government and the people at the grass root level.

"Ang gobyerno natin ay bukas upang pakinggan ang inyong mga tinig at isama kayo sa mga hakbang tungo sa ikauunlad ng bayan," Calacat said.

"Your presence today is a testament to your openness and willingness to take part in shaping a government that is open, participatory , inclusive and sensitive to people's needs," the assistant secretary added.

Atty. Russel Jallorina, assistant regional director of the Department of Labor and Employment (DOLE) said that it is a misconception that their department creates jobs.

"Let me emphasized that DOLE does not create jobs. We only protect workers once they are employed and we regulate employment," Jallorina said.

"What we do, as much as possible, is we bring jobs closer to Filipino people. We invest in human capacity development. Once employees are employed, we make sure that their rights as employees are observed and enforced," he added.

Meanwhile, Arnulfo Balane, assistant regional director of the Department of Education, said their commitment is to enhance transparency, accountability and participation in educational service delivery.

"Our commitment is to adopt participatory platform for monitoring and evaluation of basic education inputs and service delivery in public schools," Balane said.

Rio Magpantay, regional director of the Department of Health (DOH), on the other hand, said their department has already launced in 2018 its "Ang Kalusugan at Ang Pamilyang Pilipino, Masaya at Organisado" (AKAP MO) program to bring health services closer to the public.

Magpantay said AKAP MO program strenghtens the capacities of health workers to assist in identifying every family's health needs in order to provide appropriate health services and empower them to seek appropriate services and make well informed decisions on health.

"Kung ang lahat ng pamilya sa rehiyon ay masaya at organisado dahil sila ay malusog, anu pa ang magiging problema natin sa kalusugan," Magpantay added.

Dagyaw 2019 is aligned with and support the pre-SONA, SONA, and post-SONA preparations and activities, spearheaded by the DILG, DBM, and the PCOO. (MDCT/PIA-2)
