Dumaguete City claims ECC in shoreline protection project

DUMAGUETE CITY, Aug 19 (PIA)--Dumaguete City maintains that it has adequately complied with the requirements for the shoreline protection project near the Press Club at the Rizal Boulevard to continue its implementation.

This despite the loud objection of a group of environmentalists, who pointed out alleged discrepancies in the project, which according to the city government became moot with the issuance of the Environmental Compliance Certificate (ECC) by the Department of Environment and Natural Resources (DENR) and the lifting of the Cease and Desist Order of the Philippine Reclamation Authority (PRA).

The environmentalists urged the City Council to immediately stop the appropriation of funds and called for the conduct of an inquiry.

Nevertheless, the City Council has yet to pass any resolution to the effect.

City Planning and Development Coordinator Engr. Leonides Caro clarified that the alleged misstatement of the geographical coordinates was a mere typographical error that was already corrected before the office of DENR.

Besides, the application of the ECC has specifically described the location of the project to be near the Dumaguete Press Club in Poblacion 4 along Rizal Boulevard, which was the same area that was already inspected by DENR.

As regards to the supposed Cease and Desist Order, the PRA has already lifted it in favor of the city government so that the project will proceed without delay in time with next year's hosting of the ASEAN Schools Games.

Mayor Felipe Antonio Remollo underscored the need for the project to be completed at the soonest possible time to protect the boulevard's sea wall, the national highway, the public buildings and homes from storm surges and heavy rains caused by Climate Change that endangers both motorists and residents alike.

The mayor said, once completed, the shoreline protection project will minimize the risk of flooding in Poblacion 4 and Poblacion 1 (Tinago) and will provide additional space for rest and recreation of the families and tourists.

The present location now has become a popular site for the young and old alike who engage in sports such as beach volleyball, beach soccer and frisbee, thus promoting healthy lifestyle in line with the national campaign to prevent the proliferation of drugs abuse.
