DUMAGUETE CITY, Feb. 14 (PIA) -- Members of the Lupong Tagapamayapa Incentive Awards (LTIA) led by officers of the Department of the Interior and Local Government (DILG) convened yesterday for the first round of evaluation of entries for this year's search for top performing lupon in the province.
This year, there are three entries in every category of LTIA.
Brgy. Motong of Dumaguete City, Brgy. Villareal in Bayawan City, and Brgy. Cambuilao in Bais City are vying for the top prize in the Cities Category.
Meanwhile, Brgy. Sta. Monica in Manjuyod, Brgy. Puhagan in Valencia, and Brgy. Tinaogan in Bindoy are vying for the top prize in the first to third Class Municipalities Category.
Lastly, Brgy. Bae in Jimalalud, Brgy. Cambaluctot in San Jose, and Brgy. Nasig-id in Zamboanguita are the candidates for the top prize in the fourth to sixth Class Municipalities Category.
The barangay that clinches the top ranking or first place shall receive an award and the a cash incentive worth P60,000 while the second and third place winners will also receive cash incentives.
Pursuant to DILG Memorandum Circular 2016-58, LTIA is established to strengthen the Katarungang Pambarangay (KP) as an indigenous conflict resolution structure in the grass-root level of the community, grant economic benefits and other incentives to top performing Lupong Tagapamayapa, and generate greater awareness and support from various sectors of the society on KP as a potent vehicle toward social ordering and human development.
DILG Sec. Eduardo Ano underscored during the LTIA National Awarding Ceremony held in Manila that individuals need not go to court when settling issues with their neighbors.
Instead, they can ask the assistance of Lupong Tagamayapa to iron out issues or feuds with another person in their barangay.
"Do not hesitate to go to the Lupong Tagapamayapa in your barangay if you become involved in a neighborhood spat. The Lupong Tagapamayapa can serve as the go-between which can help resolve your issues in a shorter period of time than when you go directly to court to seek redress. On top of that, you will also save money that you would have spent for litigation costs," Ano said as quoted from a report published at the DILG website.
There are two rounds of assessment in determining the top performing Lupon Tagapamayapa.
The first one is the table evaluation which was done by the provincial screening committee, followed by the on-site validation where members of the screening committee will visit the barangays with the highest score in the table evaluation and verify the information in the report submitted by the Lupon candidate to the screening committee.
After this, the screening committee will once again deliberate and decide which candidate is the most top performing and deserving for the monetary incentive.
This year's LTIA Provincial Screening Committee is composed DILG Officers Lorenzo Eltanal and Angelica Ana Cantalejo, Carmencita Dipaling from the Provincial Prosecutor's Office, Aileen Pajulas representing Liga ng mga Barangay, Greg Fernandez of Young Men's Christian Association (YMCA) Dumaguete and a representative from the Philippine Information Agency (PIA) here.
Provincial winners will move on to the regional assessment with field evaluators from DILG-7. (ral/PIA7-Negros Oriental)
