ILOCOS SUR, Apr. 17 (PIA) - Governor Ryan Luis Singson issued Executive Order (EO) No. 30 on April 16 placing the municipalities of Alilem and Sugpon under modified enhanced community quarantine (MECQ) beginning today, April 17 to April 30, 2021.
"With the abrupt increase of new cases, recorded local community transmissions in the said municipalities, full occupancy of all isolation facilities, absence of a Level 3 hospital, and depletion of health workers in the province, the COVID-19 Task Force of Ilocos Sur recommended the reclassification of the status of these local government units (LGUs) in order to contain the virus," Governor Singson said.
Sugpon was previously on less restrictive modified general community quarantine while Alilem was under enhanced community quarantine (ECQ) from April 3 to April 16, 2021.
Although the cases have been reduced during the period of ECQ, the active cases in the municipality of Alilem remains to be relatively high hence the need for reclassification from ECQ to MECQ.
Besides these two municipalities, Singson earlier placed 13 LGUs under MECQ from April 7 to April 21, 2021.
These are the cities of Candon and Vigan and the towns of Cabugao, Bantay, Sinait, Cervantes, Narvacan, Santa, Sta. Maria, San Esteban, Sta. Lucia, Suyo, and Tagudin.
Under the IATF-EID guidelines, the following establishments, persons, or activities shall not be permitted to operate, work, or be undertaken during MECQ:
-- Entertainment venues with live performers such as karaoke bars, bars, clubs, concert halls, theaters, and cinemas;
-- Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, and similar venues;
-- Amusement parks or theme parks, fairs/peryas, kid amusement industries such as playgrounds, playroom and kiddie rides;
-- Outdoor sports courts or venues for contact sports, scrimmages, games, or activities;
-- Indoor sports courts or venues, fitness studios, gyms, spas or other indoor leisure centers or facilities, and swimming pools;
-- Casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments except for the draws conducted by the Philippine Charity Sweepstakes Office;
-- Indoor visitor or tourist attractions, libraries, archives, museums, galleries, and cultural shows and exhibits;
-- Outdoor tourist attractions;
-- Venues for meetings, incentives, conferences, and exhibitions;
-- Personal care services which include beauty salons, beauty parlors, medical aesthetic clinics, cosmetic or derma clinics, make-up salons, nail spas, reflexology, aesthetics, wellness and holistic centers, and other similar establishments; acupuncture and electrocautery establishments, and massage therapy including sports therapy establishments. It also includes establishments providing tanning services, body piercings, tattooing and similar services. Home service for these activities is likewise not permitted; and
-- Indoor dine-in services of food preparation establishments such as commissaries, restaurants, and eateries.
The governor likewise ordered that all establishments operating during the MECQ are mandated to maintain hygienic practices.
"They shall be required to maintain logbooks of all its customers containing personal and contact information of all persons who visit their offices for contact tracing purposes. They shall require the presentation of identification cards of all its customers in order to ascertain the truthfulness of their declaration to have a more accurate contact tracing if so necessary," the EO reads.
As of 10 p.m. of April 16, Ilocos Sur has recorded 951 total confirmed cases where 247 are active, 692 have recovered, one is completing isolation and 11 deaths. (JCR/AMB/PIA Ilocos Sur)
